Hilliard council approves $290,700 stormwater services agreement with EMH&T

Hilliard City Council on Feb. 2, 2026, voted 6-0 to adopt Resolution 26-R-11, authorizing a professional-services agreement with Evans, McWard, Hamilton & Tilton (EMH&T) for stormwater regulatory compliance, capital-design work and stormwater studies and appropriating $290,700 for the work in 2026.
City staff told council the agreement is structured as a one-year contract with the option to extend up to four additional years. Staff described three primary categories of work: services to maintain compliance with the Ohio EPA MS4 permit (municipal separate storm sewer system), design work for stormwater capital-improvement projects (staff cited design for a stream restoration and erosion work in the Scioto Run area), and smaller stormwater studies such as surveying and modeling.
When asked whether Ohio EPA is revising MS4 permit requirements, staff said the MS4 permit is updated every five years and they were not aware of any major changes planned in the current update cycle. Council approved the resolution by roll call; the clerk recorded unanimous support from Miss Vermillion, President Cole, Mister Betts, Miss Rasul, Vice President Catone and Miss Parker Jones.
The resolution takes effect at the earliest date allowable by law.
