Phoenix Union presented data on an alternative‑to‑expulsion pathway designed to keep students who would otherwise face expulsion engaged in education.
Chief Tayas, presenting for Alyssa Tarkington, described the process: when a serious incident (most often a firearm) is discovered, the district conducts a comprehensive school threat assessment (CSTAG), develops an individualized safety and supervision plan, and enrolls eligible students at Phoenix Digital Academy where they receive case management, counseling, mentoring and academic supports. Staff emphasized privacy and dignity for students in the program.
Outcomes reported: over two school years 13 students were recommended for the program. In the earlier cohort five students were recommended: two transferred out, one remains enrolled and two graduated. In 2024–25, eight students were recommended: one withdrew, six remain enrolled, and one graduated. Staff said one student who transferred to another district has already requested return discussions, and noted there have been no subsequent firearm incidents by students in the program.
Board members praised the approach as a restorative alternative focused on student success and reiterated that expulsion remains the formal consequence during the review period; successful completion allows reconsideration at the end of the expulsion term.
Next steps: staff will continue monitoring academic credit transfer issues and refine processes to minimize lost credits during transitions, and will provide periodic outcome reports to the board.
