Minot council approves zoning map amendments, plats and finance items; records MAGIC fund write-off

At its Feb. 2 meeting, Minot City Council approved zoning map amendments (cases 202601, 202602), several minor plats including a Highlands at North Hill plat with an abstention for conflict of interest, approved the 2025 interest distribution, and authorized a MAGIC fund loan write-off. The Minot City Council completed a series of land-use and finance actions on Feb. 2, approving public-hearing items, consenting to administrative finance measures and resolving a disclosed conflict of interest.
Zoning and plats: The council held and closed public hearings for case 202601 (Ramstead second edition, lots 10 and 11, Block 2) and case 202602 (lots 1 and 2, Keller's second edition). Both hearing items had no public testimony and were approved as presented (motions passed unanimously). The council later approved a minor plat change and a Highlands at North Hill tenth edition minor plat; on the Highlands tenth edition item Alderman Hayes disclosed a financial interest and was excused from the vote after council inquiry and a motion to acknowledge the conflict. The main Highlands plat passed 5–1 with Alderman Samuelson voting no and Alderman Hayes abstaining.
Finance and administrative actions: Council approved the 2025 interest-distribution methodology and allocations after finance staff explained that interest is allocated based on average monthly cash balances across 38 funds and that state statute restricts investment options (FDIC, pledged collateral, or U.S. government securities). The council also approved a MAGIC fund-related write-off after staff described a prorated forgiveness for a forgivable loan; the outstanding amount at issue was described in the presentation as roughly $71,000 with about half already clawed back and $35,000 proposed for write-off; the council approved the write-off.
Other approvals: The council approved the transfer of a detention pond at Highlands at North Hill to city ownership and accepted a proposal from HR Green to update the compatible land use study. Consent agenda items not pulled were approved earlier in the meeting.
Procedural note on conflicts: When Alderman Hayes disclosed a financial interest in a Highlands project, council followed the process of making inquiry on the record and moved to acknowledge and excuse Hayes from the vote; council then proceeded to vote on the main plat item with Hayes abstaining.
The council adjourned after hearing a public comment urging more local entertainment and questioning past city spending.
