City outlines CDBG entitlement process, posts Notice of Funding Opportunity

City Finance Director Dave Lakefield briefed the council on the status of Minot’s Community Development Block Grant (CDBG) entitlement program on Feb. 2, describing a process intended to streamline how entitlement funds are allocated to local projects.
Lakefield said the city was designated an entitlement community in 2023 and submitted a consolidated plan to HUD that was approved for plan years 2024–2028. The city has posted a Notice of Funding Opportunity on its website and will accept electronic applications from nonprofit and community partners. He said the city intends to evaluate applications through a multi-step, quantitative ranking process overseen by a review committee; council approval will be required before funds are awarded and HUD submissions updated.
Lakefield introduced newly hired grants manager Jody Erickson and said the new approach is intended to be more responsive: rather than assigning funds to preset buckets and then searching for projects, the city will solicit proposals, rank viable projects and then submit consolidated-plan modifications to HUD if necessary. He emphasized public participation opportunities if the consolidated plan requires changes.
Council had no further questions and thanked staff for the update. Staff will continue outreach to community partners as the Notice of Funding Opportunity is publicized.
