Treasurer/legal staff reviewed the transaction and identified two errors: the check bore the old parcel number and the county erroneously refunded the second payment to the wrong party. Staff confirmed they recovered funds and recommended waiving the $71.37 penalty caused by the sequence of errors. "So realistically, we're at $71," one commissioner said; another commissioner agreed there was no reason not to return the $71.
