Davis County Commission approves grants, contracts and appointments in brief session

Davis County commissioners used a mostly consent agenda to approve a series of grants, contracts and appointments during a meeting that ran about 30 minutes.
Community and Economic Development Director Kent Anderson asked the commission to accept a $182,250 receivable grant from the Utah Office of Tourism for the Discover Davis 2026 cooperative marketing program; the award is a 1:1 match running from Aug. 29, 2025, to April 1, 2027. Anderson also presented a $20,500 payable contract with Root Rudliff Solutions to develop an organizational strategic plan for the tourism division, with $10,250 to be paid in 2025 and the remainder in 2026.
The commission approved appointments to the Davis Community Housing Authority Board of Commissioners: Grant Jex, Sue Stevenson, Tricia Davis Winters and Ryan Steinbeagle, with terms beginning Oct. 1, 2025, and ending Sept. 30, 2029. Commissioner Lorraine Kamalu introduced the appointees and described the housing authority as a county partner; Grant Jex thanked the commission and said the authority will "work towards solutions for lower income housing and expanding that in Davis County."
Controller Scott Park asked the commission to approve a hearing officer contract for the Board of Equalization with Jeremy Manning at $100 per hour, effective at the end of the month and running five years through 2030. Park said the contract will allow the hearing officer to hold BOE hearings and provide recommendations.
Facilities Director Lane Rose presented a $46,627.72 contract with Certified Sales and Service Inc. to complete the second phase of flooring work at the Kaysville branch library. The health department requested two items: a $7,500 amendment to a contract with the Utah Department of Health and Human Services for sexually transmitted disease intervention services (10/01/2025–02/28/2026) and a $3,000 grant to the University of Utah's Utah Poison Control Center for educational outreach (09/01/2025–08/01/2026). Chief Deputy Butcher of the sheriff's office presented a two-year advisory services agreement with Dr. Jason L. Taylor for emergency medical dispatch at $12,000 annually. The commission approved each of these items by voice vote.
Scott Park additionally presented the Board of Equalization property tax register, which included 12 appeals, 11 abatements, 5 corrections and 11 assessor adjustments totaling $1.1 million in value; the register was approved and the commission reconvened. Chair Kamalu closed the meeting at 10:30 a.m. and thanked staff.
