Davis County commissioners approve arena naming-rights deal, transportation grants and multiple contracts

The Davis County Commission approved a package of agreements on Nov. 18 that included a proposed naming-rights deal for two arenas at Western Sports Park, multiple transportation grant reimbursement agreements, and several contracts for facilities and regional economic development.
Community and Economic Development Director Kent Anderson presented the items. Item 8 sought approval of a naming-rights agreement with CommonSpirit Health (branded in the transcript as "Common Spirit") for Arena 1 and Arena 2 at Western Sports Park, described as a receivable of up to $2,000,000 beginning Nov. 18, 2025 and running through Nov. 18, 2034. Anderson said the arrangement would pay $250,000 per year for 2025–2029 with lower annual amounts in an extension period and that exhibit and logo details would return to the commission for final approval.
The commission also approved several transportation-related interlocal agreements funded by third-quarter transportation grants: a $3,061,162 amendment with Farmington City for Main Street SR-106 work; a $2,500,000 reimbursement agreement with Clinton City to convert a 4-way stop to a roundabout at 1300 North and 1500 West; and an amendment with West Point City expanding a North reconstruction and widening project from an original $3,000,000 to $4,200,000 to add a shared-use path.
Other approvals included an agreement with the Utah Transit Authority for snow-bus programs ($49,213 payable, Prop 1-funded), a painting services contract for the Davis Conference Center ($950,853 payable), and an agreement with the Northern Utah Economic Alliance for regional economic development services (up to $150,000 payable, with potential matching that could increase effective program dollars). The commission moved, seconded and approved the package by voice vote after the presentations.
In discussion, Anderson emphasized interjurisdictional coordination and noted that some project funding involved federal grants and shifts among partner jurisdictions so the county was not adding new dollars in several cases. The commission asked follow-up questions about controller review and contract exhibits; staff said some exhibit/branding details and controller reviews were still pending and would return for finalization.
The commission postponed a sheriff’s-office item related to a forestry/forest-fire attachment and approved two sheriff-related amendments: amendment No. 1 to contract 20240621 with Wellpath LLC to enable criminal justice information system access at the Davis County Jail (no new financial attachment), and a verbal amendment to contract 20150102 with Davis Behavioral Health to allow jail access under existing financial terms. Both sheriff-related amendments were approved by voice vote.
These approvals clear the way for staff to finalize contracts and agreements; specific branding exhibits and controller reviews were noted as outstanding items to follow up.
