County signs one-year Esri licensing amendment, OKs $103,500 stormwater study reimbursement with West Point

Davis County commissioners on Nov. 25 approved two infrastructure- and technology-related items: a one-year amendment to the county's Esri GIS licensing contract and an interlocal reimbursement agreement with West Point City for a stormwater study in northwest county.
Jeff Hassett, director of Information Systems, said Esri initially proposed $240,000 for licensing; after negotiation the county agreed to a one-year, $165,000 amendment that covers existing licensing for roughly 13 months beginning Jan. 17, 2026. "This amendment is just for one year, which gives us about 13 months to work on the problem," Hassett said.
Adam Wright, public works director, presented Resolution 2025-34, an interlocal cooperation reimbursement agreement with West Point City for $103,500 (term 11/25/2025 through 12/31/2026) to fund a stormwater study covering West Point and adjacent unincorporated areas; West Point will hire and manage engineers, and implementation in developed areas will follow the study.
Both items were approved by motion and voice vote; commissioners did not pose substantive follow-up questions during the public meeting.
What happens next: Information Systems will execute the Esri amendment beginning Jan. 17, 2026, while Public Works and West Point City will proceed with the stormwater study under the interlocal agreement.
