He said that effort is difficult to manage in spreadsheets and that an eProcurement solution would help the county capture, organize, and report subcontractor relationships and compliance information more reliably.
Committee members pressed why procurement did not receive a scored operating‑budget equity (OVIP/OBIS) analysis this year. Shetty replied procurement received a narrative strengths‑and‑opportunities memo instead of a numeric score and reiterated the office’s ongoing countywide role in racial‑equity efforts.
Given FY26 budget constraints, the committee unanimously agreed to place the eProcurement request on the reconciliation list and asked the Office of Procurement to appear before the full Council to present the project. The committee recommended forwarding the procurement budget to the full Council.
