Crestview council adopts debt policy, approves HUD CAPER report and notes council resignation with appointment process forthcoming

The Crestview City Council voted to adopt a formal debt management policy and approved the city's Consolidated Annual Performance and Evaluation Report (CAPER) for Community Development Block Grant (CDBG) projects, and the mayor read a council member’s resignation that the council will fill via appointment.
Finance and bond advisors recommended a debt management policy to guide future bonding for the facility renewal plan, beginning with a public services/public works facility. Staff said the policy sets targets for debt ratios and best practices recommended by municipal advisors; the council adopted the policy by a 4-0 vote with one absence.
"We would like the council to formally adopt the debt management policy prior to us moving forward with any bonding," staff said, and the council moved and approved the measure.
Staff also presented the CAPER required by the U.S. Department of Housing and Urban Development, reporting $167,832.50 in HUD funds for the plan year and listing completed projects that used those funds, including support for the Crestview Resource Center, repairs for the women's club, outdoor therapy equipment for the Bridgeway Center, elevator work at Crestview Manor, and funds to the Crestview Church of the Nazarene for its food distribution and education building. Staff said HUD requires a public hearing; the council opened for comment (none offered) and approved the CAPER report 4-0 with one absence.
Earlier in the meeting the mayor read a letter from Councilman Bullitt announcing his resignation effective Dec. 31, 2025. The city manager outlined an appointment process: the vacancy will be posted early next week, applications will be accepted from residents in the precinct south of I-10 within city limits, and interviews are expected to be scheduled before the council's first meeting in January so a replacement can be seated without additional meetings.
Motion to adopt the debt policy and to approve the CAPER report both passed 4-0 (one absence). The council also approved the Citizen of the Year committee recommendation without releasing the recipient's name until January.
