FRANKFORT, Ky. — The Kentucky House of Representatives convened on Jan. 7 for a largely procedural session that opened with an invocation and the Pledge of Allegiance and proceeded to the clerk's reading of a broad slate of newly filed bills and resolutions.
Clerk read the titles and sponsors for a long list of measures covering a wide range of subjects, including scholarship eligibility for proprietary schools (House Bill 35), measures on respiratory care (HB 36), retirement benefits and hazardous-position benefits for state and county employees (HB 37), proposals affecting school curriculum and intercollegiate athletics (HB 52, HB 42), proposed constitutional amendments on property taxation and slavery/involuntary servitude (HB 75, HB 112), a proposed constitutional amendment on Medicaid expansion (HB 165), and a proposal to create a constitutional section on cannabis possession (HB 199). The clerk also read bills on tax credits, housing, public safety, and rules for algorithmic devices in landlord-tenant relationships (HB 201).
The clerk's reading, which served to introduce the measures to the full House, did not include debate on the floor. The clerk reported that 98 members indicated their presence at roll call. The chamber recorded several routine procedural motions without extended discussion, including approval of the House journal from Tuesday, Jan. 6, 2026.
Representative identified as the member from McCracken invited colleagues to a “welcome back to Frankfort” reception at Top Shelf, 302 Shelby Street, saying, “All members are invited to attend.” The clerk also read a condolence citation (House citation number 2) honoring Michael Dean Hilton and a separate resolution recognizing Hank Parker.
Most bills introduced by title will proceed to committee referral, where they may receive hearings, amendments and votes. The House adjourned and was scheduled to reconvene at 2 p.m. Thursday, Jan. 8, 2026.
