The subcommittee reported a substitute to HB 955 requiring the State Council of Higher Education for Virginia (SCHEV) to prepare consolidated annual data on in‑state, out‑of‑state and international student counts and present that report to the Department of Education.
Delegate Guzman said the substitute responds to requests from the Virginia Community College System for additional time and centralizes data that currently exist in multiple locations and websites. A delegate asked whether the change would create extra work for school staff; Guzman replied the information is available but fragmented and SCHEV will assemble it.
The subcommittee approved the substitute by a recorded vote of 10 to 0. The bill, with its substitute, will move forward.
