Jim Kelly presented the draft plan, telling the council the city has multiple commonly used languages and needs a formal approach to meet public‑input and public‑policy requirements. He said the plan was drafted to meet WSDOT Title VI requirements and U.S. DOT Standard Title VI assurances.
A council member moved to adopt the Title 6 Language Access Plan; the motion was seconded and approved by voice vote. Councilmembers did not request additional amendments during the meeting.
City staff said the plan identifies how the city will meet language access requirements and the steps for implementation across city services.
