Selma council approves annexation of Amberwood Phase 1 into Community Facilities District

Selma City Council voted Feb. 3 to approve Resolution 2026‑02R to annex Tract 6244 — Amberwood Phase 1, a Lennar subdivision — into Community Facilities District 2006‑01 and to establish Zone of Benefit B.
City Engineer Horn explained the tract map was recorded last week and that the subdivision agreement recorded with the map obligates the developer to annex the lots into the CFD. Horn told the council that assessments in the CFD are tied to parcel creation and sale: "There will be no revenue or taxes paid until those properties are sold and people are actually living in those properties," he said.
City Manager David added that Lennar is considering pulling about 50 building permits this year as an initial pace for construction. The finance director explained the CFD includes an annual cost‑of‑living increment previously agreed to in the subdivision documents.
Rose Robertson, a resident at 1057 Mill Street, asked about when prospective buyers could reserve lots and whether model homes might be available; staff said Lennar could provide that information outside the public‑hearing record. The council conducted a roll‑call vote; Council members Avalos, Trujillo, Oseguera, Mayor Pro Tem Guerra and Mayor Robertson voted yes and the resolution passed.
Because the annexation follows recorded subdivision commitments, the action brings the new lots into the CFD process; the city and county finance offices will add assessments to tax rolls only after parcels receive assessor parcel numbers and are sold.
