City schedules wastewater treatment public hearing and outlines funding process

The Hot Springs City Council announced a special public hearing at 5:30 p.m. Dec. 12 at the Mueller Center to present information on a proposed wastewater treatment plant and related funding opportunities.
Mayor (unnamed in the transcript) said the meeting will begin with a city overview of the project and a slideshow, followed by presentations from AE2S (Mike Saunders and Jim Jones) on technical findings and recommendation and Jennifer Sietsma with the Black Hills Council of Local Governments on funding options. After those presentations council will be able to ask questions, and the public will have an extended opportunity for comment and questions.
City staff emphasized the hearing is a procedural requirement for grant applications and that submitting a funding request does not obligate the city to accept any grant or financing. The application package must be submitted by Jan. 1; if the state determines Hot Springs is eligible for specific funding sources, council will still have later opportunities to accept, decline or modify offers. The Black Hills Council will help prepare and submit materials.
What's next: the Dec. 12 special meeting will include three agenda items (project overview, consultant recommendations and funding discussion) and subsequent council action is expected later in December or January to decide whether to move forward with any particular funding application or award.
