Gilpin County commissioners on Wednesday voted to authorize a short-term overhire in the sheriff's office so a newly hired administrative manager can work alongside the incumbent before she leaves.
Sheriff Kevin Armstrong told the board his administrative manager of 30 years moved her retirement date earlier than expected to Jan. 9. He said the position carries statutory responsibilities — including processing concealed-carry permits, offender registration and records management — that require knowledge transfer. "She gave me a date of, 02/06/2027, and, I have since received an email from her, requesting, the date to be moved up to January 9," Armstrong said, explaining the need to overlap the new hire with the current manager.
Human resources and finance staff said the department had completed recruitment steps and that salary savings in the existing budget would cover the overlap. The board moved and approved Resolution 25-124 authorizing the overhire; commissioners voiced support for ensuring the incoming manager receives hands-on training to maintain continuity of operations.
The county's HR director confirmed that background checks and onboarding will proceed once the board's action is finalized and that staff will make minor edits to the resolution timeframe as discussed during the meeting. County staff said HR will manage the onboarding process and that director Johnson would return to the board with employee-handbook language on related topics at a future meeting.
Next steps: HR will complete the background process and onboarding; commissioners asked staff to return any handbook revisions for future consideration.
