Gilpin County commissioners on Dec. 15 unanimously approved Resolution 25-150 selecting Jefferson County Public Health (JCPH) as the regional Early Childhood Council (ECC) provider for the Jefferson–Clear Creek–Gilpin region and authorized the board chair to sign a joint letter to the Colorado Department of Early Childhood (CDEC) confirming that selection.
The recommendation followed a competitive review in which two applicants applied: Jefferson County Public Health and Childcare Innovations. Mary O'Neil, Jefferson County's director of grants and procurement, said the selection committee used a consistent rubric and that the committee's scoring showed a clear separation between the applicants. "JCPH scored 510 points, while Childcare Innovations scored 401 points," O'Neil said, and the committee unanimously recommended JCPH based on statutory alignment, fiscal capacity and operational readiness.
O'Neil described the ECC role as system-building rather than direct service delivery: ECCs coordinate partners across early learning, health, mental health and family support to improve regional school-readiness for children birth through age 5. She said the committee emphasized JCPH's regional partnerships and readiness to implement the state's evolving ECC responsibilities.
Commissioners asked clarifying questions about the applicant history and the prior contractor. Commissioners then approved the resolution by voice vote, 3-0. According to staff, if all three counties formally approve the recommendation, the counties will submit the selection to the Colorado Department of Early Childhood before the Dec. 31 deadline and begin transition planning with JCPH to establish governance and align work with existing local coordinating organizations (LCOs).
The board record does not identify the individual mover or seconder by name; the motion passed unanimously. The next procedural step noted by staff is joint submission to CDEC and coordination of a transition plan among the three counties.
