Panel approves bill to streamline reinstatement, expand temporary educator certificates

Representative Gerwig presented House Bill 561 to reduce barriers for educators seeking reinstatement of expired professional certificates. The bill would expand eligibility for temporary educator certificates, permit previously passed subject area examination results to satisfy reinstatement subject‑area requirements (Gerwig said each exam costs roughly $150), and clarify reinstatement steps so qualified educators can return to classrooms more efficiently.
The bill also replaces an earlier reference to the Center for Innovative Teaching and Learning at USF with the David C. Anken Center for the Advancement of Teaching at USF as the collaborator with Miami Dade College to create a Florida Center for Teaching Excellence. Gerwig said the center will provide free state‑supported professional learning and submit in‑service points to the Department of Education on educators’ behalf.
Public testimony was waived in support by several organizations and individuals, including the Foundation for Florida’s Future and ITeachUS LLC. Ranking member Gant praised the measure as a way to value and restore experienced teachers to the workforce. The subcommittee reported HB 561 favorably by roll call.
