Committee hears bill to standardize AP/IB/CLEP credit policies across Nebraska colleges

Senator Dan Lonowski presented LB 11‑64 to the Education Committee, saying the bill creates a consistent statewide framework for awarding college credit based on Advanced Placement, IB and CLEP exams and requires the Coordinating Commission for Postsecondary Education to post accepted exams and cut scores on a public list. Proponents from College Board argued the measure helps students understand how AP credit will translate into degree progress and supports the state’s postsecondary attainment goals.
Katie Ziolkowski of College Board told the committee the bill does not mandate uniform credit policies but would require institutions to post clear, student‑facing guidance so families understand whether an AP score will satisfy general‑education requirements or electives. Sponsor Lonowski said he would consider removing a reporting requirement if that is the primary driver of a fiscal note and that he has a working amendment developed with the coordinating commission.
No opposition testimony was heard at the session and the sponsor indicated willingness to work with the university and others on any technical cost concerns before the committee takes further action.
