Kendall Savers said the proposed change would leave banners allowed in village commercial and central commercial zones and add public use zones, and that the permits would support effective communication for events. Staff noted many businesses reuse the same banner year after year and that the proposed allowance is typically for short periods (staff referenced a 17-day practical window).
Commissioners supported adding public use zones but asked staff to explicitly add safety and operational restrictions in the revised language: prohibitions on fluorescent/obstructive colors were debated separately from safety limits. Commissioners recommended adding requirements that banners not obstruct traffic sight lines, not impede ingress/egress, not interfere with ventilation or mechanical systems, and comply with wind-load and fastening standards. Staff agreed to update the draft and bring it back for public hearing and formal recommendation to the town council.
If the commission supports the updated draft at that hearing, staff will schedule a formal recommendation to the council.
