The Village of Biscayne Park commission adopted an amendment to Section 18.4 of the land‑development code prohibiting construction on federal holidays and Sundays. The measure, advanced on second reading, drew public comment from Janie Anderson, who urged the commission to explicitly list holidays and warned of hardship for homeowners who rely on weekend days for large projects.
Commissioners, village attorney and staff discussed enforcement practicality, including whether to treat homeowner projects differently from contractors and how police would respond when code enforcement staff are not on duty during holidays. The attorney and code‑compliance staff recommended a blanket prohibition on federal holidays to avoid unequal treatment; commissioners agreed to an amendment requiring the ordinance to list federal holidays in effect on adoption and to automatically incorporate future federal holidays added to the federal register.
The amended ordinance passed on second reading by unanimous roll call. The commission directed staff to prioritize outreach and education to contractors and residents so all parties know which dates are covered.
