House Bill 144, described on the floor as a narrow measure to clarify the disposition of motor-vehicle titles, was adopted as amended by a House committee substitute and passed on a voice and roll-call vote (clerk reported 94 ayes and no nays).
House Bill 3, presented by the sponsor from Metcalfe, would align Medicaid reimbursement with services pharmacists already provide — such as strep testing, immunizations and medication management — so pharmacists are reimbursed by Medicaid as they are under commercial insurance. The sponsor said implementation requires only administrative updates and a one-time cost "about $128,000," and that federal approval would be needed. The House voted by roll call (the clerk recorded 93 ayes and no nays) and passed HB3.
House Bill 290, which would allow county bar associations to use their existing funds for electronic legal research subscriptions, computers and internet access, was presented as a simple update of an existing program; the House voted and the clerk reported 94 ayes and no nays.
The House also received committee referrals for a number of newly introduced bills and adopted ceremonial citations and memorials. The session adjourned and will reconvene at 4 p.m. Monday, Feb. 2, 2026.
