Austin Planning Commission approves multi-item consent agenda; commissioner seeks more neighborhood outreach

The consent agenda included a plan amendment for the East 11th and 12th Street urban renewal plan (amendment No. 14, District 1); a neighborhood conservation combining district (NCCD) amendment and a council-initiated Block 16 rezone (District 1); a San Antonio Street rezoning (District 9); McCalla Place rezoning (District 7); and a conditional use application (SPC-2025-0279) for Morris Williams Golf Course (District 1). Secretary Maxwell read the items aloud before the vote.
Why it matters: Several of the items are city-initiated land-use changes that affect nearby neighborhoods and will alter zoning and permitted uses if adopted. Commissioners said they wanted a clearer record of neighborhood outreach for those items so residents’ concerns are documented in the staff backup.
Commissioner Bedrosian asked for more documentation of outreach on items 2 and 3, saying neighborhood groups had requested additional information that did not appear in the backup materials. Bedrosian said he had spoken with staff member Hunter Maples, "who indicated that there was some outreach from the developer to the neighborhood, but that the delivered diagrams regarding the height and what they were planning to do were not well received by the neighborhood." He added, “I don't have any issues with the project generally. But since this is coming from the city, I would like us to see more input from the neighborhood being represented.”
Staff assistant Garcia announced an applicant (Lehi Garretson) for items 2 and 3; the applicant waived the allotted five minutes. After discussion, Commissioner Maxwell moved to close the public hearing and approve the consent agenda and minutes; Commissioner Breton seconded. The chair called for voice votes, heard no opposition and declared "the ayes have it."
Next steps: The commission approved the consent agenda at the meeting; individual items will proceed through their normal administrative or council processes as specified in staff reports.
