He told the council the minimum rear‑yard setback in R‑1‑15 is 30 feet and the maximum building height is 35 feet to ensure fire access; "the minimum rear yard setback would be 30 feet," he said.
A neighbor, Janet Courtney, asked about the height of future homes and possible sightline impacts; the applicant, Donald (David) Mendenhall, said typical buyers would likely leave substantial rear yards and that standard 8×10 shed and frontage requirements would apply. Council member Marie Doherty moved to adopt ordinance 25‑03‑Z approving the rezoning and updating the general plan; the motion was seconded and the roll-call votes recorded in the meeting yielded a majority in favor. The motion carried and staff will proceed with map updates.
The decision does not approve building plans; any future site plans will return to planning staff and the commission for review.
