Crestview council adopts Magnolia Creek rezoning for Phase 3

Crestview — The Crestview City Council on Jan. 26 adopted Ordinance 2014, rezoning roughly 22.27 acres for Magnolia Creek Phase 3 from mixed-use to a planned unit development (PUD), approving a proposed 52-lot single-family subdivision. The motion passed 3–0 during a second-reading public hearing.
City staff told the council that "all major comments have been addressed and no substantial changes to the site development plans are expected at this time." Staff described the project as the third phase of an existing Magnolia Creek development and said a substantial portion of the perimeter contains wetlands. The PUD request would allow certain deviations from standard mixed-use requirements, including 40-foot lot widths (instead of the 50-foot minimum) and a 5-foot side setback in place of the 7½-foot standard.
According to staff, the project would yield a net density of about three units per acre, well below the site's current allowance of up to 20 units per acre under existing zoning. Staff reported that courtesy notices went to property owners within 300 feet on Dec. 8 and the property was posted on Dec. 22; an advertisement ran in the Crestview News Bulletin on Dec. 18. The Planning and Development Board recommended approval on Jan. 5, and the council approved the ordinance on first reading on Jan. 12.
No members of the public spoke during the second-reading hearing. After the clerk read the ordinance title into the record and staff asked for action, a councilmember moved for adoption and the council voted to adopt Ordinance 2014, updating the Crestview zoning map to reflect the PUD designation.
What happens next: the ordinance includes standard provisions for severability and scrivener's errors; the effective date was not specified during the meeting.
