The Springdale Planning Commission voted Dec. 3 to recommend a zone change for Parcel S137C (the Baker parcel) from Valley Residential to Public Use. The two-acre parcel, recently purchased by the town and adjacent to Town Hall, is proposed for public uses including a medical clinic.
Tom explained the code allows a zone change if it meets at least one of three criteria: promotes general-plan goals, accommodates substantial changes in conditions, or corrects a manifest error. Commissioners concluded the parcel satisfies at least one and likely two criteria — notably promoting public health and accommodating changed conditions associated with growing visitation — and agreed the parcel is a suitable extension of the municipal campus.
Commissioners discussed traffic and town character and found impacts would be minimal. One commissioner noted the high visitation to nearby facilities as context for local medical services, saying, "with 5,000,000 visitors a year ... having to drive to Saint George to get care is probably not the best solution." The commission prepared and passed a motion recommending approval and will forward the recommendation to the town council.
Next steps: The town council will review the commission’s recommendation and ultimately decide whether to adopt the zone change into the town code.
