Committee recommends council adopt consolidated mayor and council office spending policy, allowing amendments at full council

The Audit & Finance Committee reviewed a proposed consolidated mayor and council office spending policy on Jan. 14 and recommended it be forwarded to the full city council with the expectation that members may propose amendments.

The presiding officer described two primary goals of the draft: to compile guidance from multiple administrative bulletins into a single policy and to provide clearer definitions for allowable uses of office funds. Council members debated whether council office unexpended balances should be allowed to roll over and be used for district projects, whether transfers to other departments should be permitted (via the budget or interfund transfer), and how to balance nimbleness for district needs with transparency and fiscal discipline.

Several councilmembers gave examples of past uses of unexpended funds to deliver district improvements and asked that flexible language be preserved for time‑sensitive projects, while the presiding officer emphasized the need for transparent rules and cautioned against overappropriating council office funds. Council member Bureaus described using office overage dollars in 2022 to add $100,000 to Nichols Park improvements; others advocated for caps and clearer definitions of allowable uses.

On a motion by Council member Fuentes, seconded by Mayor Pro Tem Vela, the committee recommended adoption of the policy and asked members to post proposed amendments by the next Tuesday so the full council could consider them on Jan. 22. The committee passed the recommendation "without objection," and staff were thanked for drafting the proposal and supporting materials.
