Mobility Committee approves Dec. 4 minutes; staff preview CAMPO call and congressional funding process

The Mobility Committee approved the minutes from its Dec. 4, 2025 meeting on a motion from Council Member Lane, seconded by Council Member Harper Madison; Chair Paige Ellis said the vote was unanimous among those in attendance.
Staff then briefed the committee on two funding processes. First, the department discussed the Capital Area Metropolitan Planning Organization (CAMPO) call for projects. Staff said a candidate project list will be posted and made available for council review and that roughly "$383–384,000,000" is expected to be available across three programs. Staff said council will take action on the candidate list on Jan. 22 and that staff will submit the city’s application to CAMPO by 5 p.m. on Jan. 30.
Second, Erica Zangare, Deputy Director of Legislative Affairs, described the city’s process for congressional community project funding requests for fiscal 2027. Zangare said staff held a Dec. 17 workshop, consulted congressional offices and set a Jan. 16 deadline for departments to submit requests. She said staff will review those departmental requests, consult with congressional delegates and return recommended items to council for consideration.
Council members raised procedural questions about how congressional district map changes might affect who the city works with to advocate for requests and asked staff to continue outreach to offices and to communicate any impacts to residents. Staff said they will continue the established communication schedule, circulate memos and hold sessions as needed.
