Conference managers present SB104 conference draft; working group established with reporting date in 2027

Senator Elefante said the new section in HRS chapter 353 (subsections a, b and c) in the conference draft would be effective July 1, 2026, while working-group language would be effective July 1, 2025 so stakeholders could convene earlier. “The working group language becomes effective on 07/01/2025…we’ll still convene on 08/01/2025,” he said, and added that the working group would dissolve and must report to the Legislature by January 8, 2027.
Managers indicated they had exchanged a digital copy of the proposed CD and would prepare a WAM/FIN release memo if the conference draft looked acceptable after member review. The SB104 item was rolled to Thursday, April 24, 2025 at 1:30 p.m. for continued consideration.
