Conference adopts CD1 to HB505, broadening appropriation language

Conference conferees adopted a CD1 to HB505 (relating to Red Hill policy) in the April 24, 2025 meeting after reconvening for the 10:00 agenda.
Staff and conferees reviewed the proposed CD1 and noted the primary textual changes: an addition on page 5 (described in conference as "we added c worm") and a revision to subsection language on page 7 (section 3/subsection 1) that changed the appropriations clause to permit "appropriations from any source, including US government, legislature and city." House conferees said they were in agreement on the CD1 language.
The conference then took a voice vote. House conferees present voted 'aye,' and on the senate side Senators Inouye, Gabbard, Kim and Elefante recorded 'aye.' The CD1 was approved in conference and will be reflected in the committee's conference report.
Next steps: the conference-adopted language will be incorporated into the formal conference report and follow normal publication and enactment procedures.
