Pasco approves three-year agreement to operate new aquatic center; PFD retains ownership

The City Council approved Resolution 4686a on Feb. 2 authorizing a three-year interlocal agreement with the Pasco Public Facilities District (PFD) under which the City of Pasco will serve as the initial operating and management partner for the new aquatic center.
Director Rice told the council the PFD board approved an updated agreement after legal review and asked the city to decide whether it would be the best initial operating partner. "We're asking you to take a look at the updated interlocal agreement ... for the initial term of 3 years, renewable by both agencies," Rice said. He noted the PFD would maintain ownership of the facility and retain final approval of policies such as the capital improvement plan and maintenance/replacement plans.
Council members discussed staffing, liability and long-term operations: some members said the city’s existing Memorial Pool operations could create efficiencies, while others warned of added administrative overhead and budget pressure. Rice said staff will work with the PFD on timelines and policy development; opening has been delayed about eight weeks from the original schedule.
Mayor Pro Tem Milne moved to approve the resolution; the motion was seconded by Council member Hernandez and passed 6–1. With approval, staff will begin coordination with the PFD to finalize timelines and policies required for a safe opening and initial operations under the interlocal agreement.
