Summary
Commissioner Daryl Banks and county staff presented a video and details of multi-year courthouse renovations completed without incurring new debt, announced public tours and a 1:00 p.m. ribbon-cutting, and estimated the video invoice at about $9,900 to be paid from general-fund appropriations.
Commissioner Daryl Banks and county staff on Feb. 3 presented the completion of multi-year renovations to the Richland County courthouse and scheduled a public ribbon-cutting and tours.
"A balanced budget, debt avoidance, and protecting taxpayers is our first priority," Banks said while describing the approach to spacing improvements over four years rather than incurring debt. He and Administrator Andrew Keller credited maintenance supervisor Josh Hicks and others for coordinating multiple contractors to complete work across five floors.
The board screened a before-and-after video of the renovations and said the video — which staff estimate will incur an invoice of about $9,900 — will be shown again at 1:00 p.m. The cost is expected to be charged to general-fund appropriations, and the county will offer tours of renovated spaces including a courtroom that will be opened with assistance from Tammy Worthman and staff.
Josh Hicks described the contractor structure: "It's gonna end up being 3 different contractors or general contractor, demo contractor, general contractor for first courtroom, and then general contractor for both the same contractor for both the 4th Courtroom and the anyway," noting coordination challenges with materials and scheduling.
The board invited the public to view the video and tour the renovated spaces during the scheduled ribbon-cutting and follow-up viewing.
What comes next: the county will display the video at the stated 1:00 p.m. showing, open the courtroom for tours and proceed with the ribbon-cutting; staff will process the video invoice and charge it to general-fund appropriations.
