Richland County commissioners approve intercounty funds transfer authority, personnel actions and Everbridge contract

The Richland County Board of Commissioners on Feb. 3 approved several routine administrative actions, including a renewal that authorizes the director of Job and Family Services to transfer public-assistance funds between counties and personnel moves following executive sessions.
Laurie Betson, director of Job and Family Services, told commissioners that the renewal is “just a renewal of a resolution that we put in once last year about this time” that allows her to authorize transfers of public-assistance funds such as TANF, SNAP and income-maintenance dollars between counties when one county has a shortfall. She said those transfers are recorded in the county finance system and the state also monitors them.
The board voted to sign the intercounty agreement authorizing the transfers. Commissioner roll call recorded affirmative responses from members present.
After an executive session on discipline, the board voted to initiate a one-day suspension for a Job and Family Services employee for tardiness. The motion was moved, seconded and approved on the record after the board returned from executive session at 10:02 a.m.
The board later held a second executive session on employment matters and, upon returning, accepted the resignation of the director of the Richland County Youth and Family Council. The resignation had been noted earlier in the meeting and formal acceptance followed the executive-session discussion.
The commissioners also approved a third-year continuation of an Everbridge contract for weather notifications. The chair stated the cost at $21,876.81 and that the contract term ends on April 4, 2027; the board approved funding the work from general-fund appropriations.
Other routine items included appointment of a Red Cross representative to the Local Emergency Planning Committee (LEPC) — Evan Anthony — and approval of additional overtime for snow operations and regular quarterly overtime for building maintenance. Those motions were moved, seconded and recorded as approved.
What comes next: the intercounty agreement will be executed and transfers will be made as needed within the county finance system, which the director said is visible to and monitored by the state. Personnel actions are effective per board direction; the county will publish required public records for personnel decisions and contract documents in accordance with county policy.
