City awards Brazoria County CDBG InstaValve contract to Android Construction; residents to fund modest local share

Freeport — The City Council unanimously approved awarding a community development block grant (CDBG) contract for InstaValve installation to Android Construction Services LLC, the low bidder, after staff recommended selecting higher-quality materials that increase the city’s share of the cost.

Finance staff explained the procurement process (RFP #2025-15), saying the city received three bids and Android was the lowest at approximately $229,000. The Brazoria County CDBG award will reimburse up to $220,000; staff recommended allowing Android to install higher-quality materials to improve longevity, which adds $20,587 in material costs. With the grant reimbursement and the base match the city will be responsible for roughly $29,587 in total — including a $9,000 city responsibility noted in the staff memo and the additional materials cost.

Miss Hirsch told council the county issued approval on Dec. 1 and the contract award is the next step before finalizing a performance bond and moving to the contract stage. Council asked about bid-bond verification and liability insurance; staff confirmed the bid bond was verified and that the performance bond will be written at contract execution.

Council approved the award and the use of better materials unanimously, and staff said the project aims to isolate water-main leaks and reduce widespread outages for residents when repairs occur.

Next steps: finalize the contract, ensure performance and liability bonds are in place, and schedule construction per grant rules.
