Julian Arevalo, who said he lives at 711 West 10th Street, told the council he lives near Lifting Pond No. 5 and described recurring breaks and overflows, temporary pumps and repeated outages that allow sewage or black water to appear in homes. "We gotta fix it," Julian said, urging the city and Veolia to ensure redundant pumps and permanent repairs to avoid health risks.
City staff acknowledged the complaint and scheduled a site walkthrough with Veolia’s subject-matter expert; a staff member said they would meet the resident and Veolia to review the system and provide a clearer account of causes and repairs. Veolia site leader Jevance Dawson told the council his team is building a schedule, has dispatched crews to inspect hydrants and will provide logs on maintenance activity.
Councilmembers asked staff to report back with findings from the site visit and to identify whether shortages in equipment or infrastructure need city authorization and capital investment. Staff emphasized they can only operate with the equipment authorized and budgeted by the city and that some apparent backups may stem from resident-side plumbing; the city will evaluate and provide a follow-up report after inspection.
