Assistant Corporation Counsel Darren Callahan explained the legal work was primarily housekeeping: before the law department completed its review, procedural defects and questions about historical state or federal funding tied to the property required a corrected survey and partial releases from lenders. The Carver Corporation, which operates on city-owned land under a long-term lease, is the applicant for the state assistance; the city’s authorization is procedural to enable the funding to close.
Callahan said the assistance is "close to $5,000,000" and the instrument will preserve the state’s interest for the period required by the grant terms while having no practical impact on the city’s existing land rights because the long-term lease already predates the encumbrance.
