Committee introduces bill to sunset Business Intelligence Center advisory board after DORA says mission complete

The House Business Affairs and Labor Committee on Thursday voted to introduce a draft bill to sunset the Business Intelligence Center advisory board after Department of Regulatory Agencies analysts concluded the board’s initial work is complete.

Sahid Singh, an analyst with the Office of Policy Research and Regulatory Reform at DORA, recounted the Business Intelligence Center’s origins as a 2013 pilot to centralize public economic data and noted the advisory board’s role in standing up the Colorado Information Marketplace (data.colorado.gov). Singh said the board helped coordinate agencies and the public during the portal’s formation and later assisted with contests to improve the portal’s software and organization; the last full contest was held in 2022 and the board has not met since December 2022.

Because the advisory board’s initial mission was accomplished and the secretary of state has not required board assistance since 2022, DORA recommended sunsetting the advisory board. "Based on our research, the board indeed completed its initial mission," Singh said.

Alex Goddard, director of human affairs at the Department of State, testified that the Department of State agrees with DORA’s recommendations and has no concerns about sunsetting the board.

The vice chair moved to introduce the draft bill; the motion passed on roll call 11–0 with two members excused. Representative Marshall and Representative Gonzales volunteered to co‑prime the bill; the committee recorded the introduction and authorized the bill drafting process and technical adjustments as needed.

The action sends the draft sunset measure to drafting and to a committee of reference; any member amendments may be offered when the bill returns for further committee consideration.
