HR advisor Abby Linstead told the committee the change is designed to preserve essential public health functions while remaining fiscally responsible; she recommended placing the role at grade 24. HHS administrator Bob said the public health field is trending toward generalist roles and described the change as a way to retain disease surveillance, program design and education work after a key epidemiology position went vacant when Ellie Claussen advanced to health officer.
Supervisor concerns Supervisor Long and others asked whether one combined role would stretch the new hire too thin. Bob acknowledged two separate positions would be preferable but said the combined role could be staffed by applicants with bachelor'or master'level public health training and that leadership (including Ellie Claussen) would guide priorities. During final voting, Chair Birney said, "I'm gonna be a no." The motion passed 4–1.
Implementation County staff said the epidemiology post had been vacant about a year. The committee directed Public Health to finalize the job description and begin recruitment; staff plan to report back on how combined duties are covered and the recruitment timeline.
