Planning staff summarized seven updates: correction of typographical errors in the code; clarification of parking standards for public assembly and residential uses (including standardizing dimensions for parking stalls); reduction of kennel and cattery setbacks from 200 feet to 60 feet to reflect smaller rural parcels; elimination of a combined side-yard setback in favor of a single pure side-yard setback for clarity; administrative-waiver process adjustments with Planning Commission recommendations to hear certain waivers rather than routing them to the zoning administrator; and extension of temporary agritourism event permits from one year to three years with annual fee payment options, including quarterly payment plans and online payment via the county portal.
Supervisors asked for clarification that the changes apply only to unincorporated county areas and not to city regulations; planning staff confirmed that municipal codes remain unchanged. Staff also noted that waivers would trigger public hearings upon written objection received during noticing and that permits are subject to five-year renewals and monitoring. No public speakers commented on the item during the hearing, and staff recommended adoption.
The ordinance passed by roll call vote; board members indicated staff will provide clarification and outreach to applicants about online payment and permit renewal procedures.
