Uinta County commissioners approve package of contracts, abatements and cooperation agreements
Summary
The board approved warrants and several contract addenda and interlocal agreements, including a lay-flat pipeline renewal form (allowing up to a year with landowner consent), an interlocal addendum adding Sanpete County, a US Marshals body-worn camera data-sharing addendum, a USFS patrol agreement, a jail medical provider extension, and increases to Ballard City and UBTech security contracts.
At its February meeting in Vernal, the Uinta County Board of Commissioners approved a package of routine financial and contractual items, including warrants, tax abatements and multiple intergovernmental agreements.
County Clerk Mike Wilkins presented warrants dated Jan. 30 totaling $487,727.83 and outlined the largest item as the quarterly central dispatch payment; the board approved the warrants. Wilkins also presented tax abatements tied to recent parcel purchases by Bridal City for 2025: an abatement of $11,684.02 for serial 050310005 and smaller abatements of $966.77, $102.37 and $499.95 for three other parcels; the commission approved those abatements.
The road department presented a contract form for temporary "lay flat" pipeline lines in county rights-of-way. Jared Kaufman explained that a lay flat is a collapsible, temporary pipeline used to move liquids and that current county code treats lay flats as 60-day authorizations with up to two renewals when crossing private land. The presented form would allow a one-year authorization with landowner consent and would give the commission discretion on extensions beyond the two administrative renewals; the board approved the form as presented.
The commission approved an addendum to a 2014 interlocal cooperation agreement to add Sanpete County to the regional coalition (which will be renamed in the addendum) and approved an addendum to the county’s contract with the U.S. Marshals Fugitive Task Force to clarify body-worn camera usage, data-sharing, and when cameras must be on or may be turned off.
The sheriff’s office presented a cooperative law enforcement agreement with the U.S. Forest Service for patrolling duties; the county will receive $9,000 for these services (fund availability noted through 2030 but likely to be used this year). The board voted to approve that agreement.
The board also approved an addendum to extend the jail medical provider agreement with Dr. Brooksby through Feb. 8, 2027 at the same compensation. The sheriff’s office presented a three-year contract to provide patrol services to Ballard City, increasing annual compensation to $105,000 under the proposed term, and the commission approved the contract. Separately, the board approved a three-year security agreement to place a full-time deputy at UBTech with annual compensation increasing from $90,000 to $100,000.
No public comments were offered and the board adjourned.
