Solano supervisors adopt Black History Month proclamation, present art and honor county employee

The Solano County Board of Supervisors voted 4-0 Feb. 3 to adopt a resolution recognizing February 2026 as Black History Month in Solano County.
The proclamation praised the month’s role in highlighting African American contributions and noted this year’s theme marking a century of commemoration. During the meeting the board presented a separate county proclamation to local artist Gail Birdsong for curating Black History Month artwork displayed in the County Administration Building. Birdsong, who was introduced by a board member as a long-time county resident and former courthouse employee, thanked the board and described the recognition as an honor.
Earlier in the meeting the board’s Assessor-Recorder division presented Francis Mesa as February’s employee of the month. Department leaders said Mesa has worked for the Recorder’s office for more than 20 years, plays a central role in budgeting and major projects, and contributes to daily operations and team building. Colleagues presented Mesa with flowers and brief remarks of appreciation.
The board moved promptly from these recognitions into the regular agenda. No public controversy or formal motions affecting county policy accompanied the proclamations; the resolution and employee recognition were ceremonial and approved without recorded opposition.
The board reconvened regular business after presentations and public comment; the next regular meeting is scheduled for Feb. 10 at 9 a.m.
