Cass County adopts updated Emergency Operations Plan, approves contracts and wastewater ordinance

Cass County commissioners voted Feb. 4 to adopt an updated Emergency Operations Plan and approved two resolutions and an ordinance covering county services, a highway safety program, and on-site wastewater rules.
The commission unanimously adopted Resolution 26-09, the Emergency Operations Plan, following a staff report by Justin, who said the document "is probably one of the most expensive plans I've ever seen made" and that it "is fully up to date to 2025" standards. The resolution passed on a 2-0 recorded vote.
Commissioners also approved Resolution 26-10 authorizing an improvement services agreement with Grama Gear, Brian LLC; the county described the vendor as a contractor the county will engage "to work on a couple of issues". Resolution 26-11 authorized participation by the Cass County Sheriff's Office in a Missouri Highway Safety Patrol-prepared highway safety program using state funds, with county officials noting the program uses state, not county, funding for enhanced traffic enforcement. Both resolutions passed 2-0.
On Ordinance 26-03, the commission approved amendments to county code chapter 700 governing on-site wastewater treatment systems for rural residential properties. A member identified as Ballard described the code as a "living document," saying the county solicited input from system installers and updated the rules to give homeowners more options and information when managing wastewater systems. The ordinance passed on a 2-0 vote.
No formal motions failed. Commissioners did not record named movers and seconders in the public transcript; each listed measure was moved, seconded, and passed by the recorded 2-0 tallies.
The meeting recessed to an executive session citing state statute for closed meetings; commissioners said they would return only to adjourn. The statutory citation in the transcript was recorded verbally as "RSMOs, page 10.021 0.1 legal."
