Committee votes: drainage, pedestrian projects, property transfers and board appointments advanced

Several council committees on Feb. 3 approved infrastructure and administrative items for advancement or finalization.
Morningside Drain Improvement (project ST02032): the General Services committee approved a resolution to transfer and appropriate additional construction funds after the low bidder on an earlier procurement withdrew. Director Scott Morgan said the original contract award was voided when the bidder withdrew and a rebid produced a new low bid; the administration said the project is funded with a WIFIA stormwater loan. The motion was moved by Councilman Warren and carried by voice vote.
Hanley Elementary pedestrian safety (EN01065): the committee accepted approximately $390,279 in federal TDOT grant funds to initiate construction of sidewalks, high-visibility crosswalks and signage adjacent to Hanley Elementary. Manny Belan with the division of engineering described the scope; same-night minutes were requested and the motion passed.
STP pedestrian routes (EN01036): the committee amended the FY26 CIP to transfer $165,692.72 from architecture & engineering to construction to begin pedestrian improvements at three sites (Mimosa at Carpenter, Kimball at Synth, Rangeline at Ormond). The motion passed.
Transfer of 15 city-owned vacant parcels (Motor Own program): the committee approved transferring 15 vacant lots to adjacent owners who completed MOUs and paid application fees under the Motor Own program.
Personnel committee actions: the committee approved the reappointment of Cheryl Pesci to the MLGW board, appointed Brian Waldron to the Stormwater Board and approved Nicholas Thompson to the Memphis Board of Ethics; several appointments were held until the next council meeting when nominees were not present.
Community grants: Council approved allocation of about $8,000 in FY26 council community grant funds to three organizations.
Votes at committee were taken by voice; where roll-call tallies were not read aloud, the chair recorded the result as "ayes have it."
