Muscatine council approves package of routine resolutions, sets sewer loan hearing, and approves purchases

The Muscatine City Council on Feb. 3 approved a series of routine and project-related measures, including property-related resolutions, a public hearing setting for a sewer loan, and procurement items.
Council approved multiple resolutions accepting tax sale certificates for properties including 1114 Nebraska Street, 1815 Chalet, parcel ID 0825154030, the item listed as '2003' on the agenda, and 185 Bridal Avenue. Staff explained tax-sale certificates arise when properties become county-held after taxes aren’t paid; the city may maintain nuisance, mowing or snow-removal responsibilities prior to surplus or redevelopment.
The council set a public hearing for Feb. 17, 2026, on a sewer revenue loan and disbursement agreement to borrow up to $3,380,000. Council members approved an amended development agreement with Merge LLC and a resolution expressing the city’s intent to provide financial support to Kraft Heinz Foods Company via a 10-year sliding-scale tax abatement (staff said the abatement is tied to Iowa Code chapter language and that Iowa Economic Development Authority support is part of the package).
The council accepted completed work by Keaka Construction Inc. on the Hauser Lift Station renovation and authorized a final payment of $10,030.15. It approved subgrantee agreements for the Paul Bruhn grant and Amendment No. 4 to a farmland lease on Muscatine Municipal Airport property.
On procurement the council approved a purchase order to Pearl City Hardwoods for a customer counter in the finance department after a divided vote (approved 4 ayes, 2 nays). The council also approved issuance of a purchase order to Feld Fire for a replacement ambulance; vote tallies for unanimously approved items were recorded as all ayes.
All motions on these items that required votes were approved as recorded in the meeting minutes; the council took no votes that failed during the session.
