The Public Improvement Safety Committee discussed the Illinois Department of Transportation’s decision to post a 40 mph speed limit on Illinois Route 251 between Windsor Road and Wilson Avenue during a January 2026 meeting.
Engineer Hopkins summarized the engineering rationale behind the change: speed studies typically use prevailing traffic speeds (often the 50th or 85th percentile) and account for roadway type, density, access points, pedestrian and bicycle presence, curves and crash history. "There’s about 45 driveways between Wilson and Windsor that are uncontrolled access," Hopkins said while explaining how the access density lowers appropriate posted speeds.
Hopkins also noted IDOT reported more crashes at the IL‑251/Harlem Road intersection, which was a factor in the decision to reduce the posted limit. He said that from an engineering standpoint, "40 miles an hour is a reasonable speed limit for that stretch of roadway," and reminded the committee that IL‑251 is IDOT's facility, so the state agency has the final authority for the posted limit.
No formal action was taken by the committee. Hopkins recommended residents and members with concerns be referred to IDOT District 2 for follow‑up, and offered to supply contact information. The committee did not vote or direct staff to seek changes to IDOT's decision.
