Machesney Park committee approves warrant, disposal ordinance, polling-place agreement and $13,000 grant-writing contract

The committee approved minutes from Jan. 5, 2026, and voted to forward a warrant totaling $653,482.24 to the full board with a positive recommendation. Chair called for questions on the warrant; none were raised.
Kevin, a staff member, presented Ordinance 1-26, "disposal of various personal property," and said the village has identified public works and IT items at the end of their useful life (listed in Exhibit A) ready for sale or disposal. "Staff is recommending approval of ordinance 1-26," Kevin said; the committee voted to send the ordinance to the Feb. 2 board meeting with a positive recommendation.
On elections, staff reported the Winnebago County Clerk asked to formalize Village Hall as a polling place for Harlem 5 and Harlem 6 for the March 17, 2026; Nov. 3, 2026; and April 6, 2027 elections. The county would pay the village $75 per precinct per election and would not store election equipment at Village Hall except for authorized setup and teardown; the committee approved the two-year agreement and sent the resolution to the board with a positive recommendation.
Staff also briefed the committee on a professional services agreement with Region 1 Planning Council to prepare an Economic Development Administration disaster supplemental grant application tied to a 2024 federal disaster declaration affecting Winnebago County. Staff said the services agreement would not exceed $13,000 and work would be completed by Feb. 26; the committee voted to forward the resolution with a positive recommendation.
