Streator council begins rewriting local rules for golf carts, UTVs, e-bikes and e-scooters

Council held an extended discussion on proposed changes to Streator's code to address electric micro-mobility and non-highway vehicles, including golf carts, low-speed vehicles (LSVs), utility terrain vehicles (UTVs), e-bikes and e-scooters.

Staff outlined state e-bike classifications and existing local code prohibitions on motor-driven cycles on public property; members suggested starting with a focused golf-cart/LSV program instead of a single omnibus ordinance. Councilmembers and members of the public offered examples of neighboring towns' approaches: driver age minimums (many suggested 18), proof of insurance, valid driver's license, slow-moving vehicle emblems, and restrictions from state highways.

Public speakers highlighted licensed LSV options with VINs and plates (LSV/"low-speed vehicle") and noted Illinois limits such as permissible streets and a 30 mph/35 mph threshold for operation. Speakers urged clarity about where these vehicles would be allowed, whether parks or festivals should be exceptions, and how to handle enforcement and penalties for repeat violations. Councilmembers favored a phased approach: begin with golf carts and monitor compliance before expanding to UTVs or other non-highway vehicles.

Council directed staff to draft specific ordinance language, break issues into separate items (golf carts first, then e-bikes, then scooters), and research enforcement mechanisms including fines, administrative adjudication and potential permit revocation for repeat offenders.
