County authorizes application for state Land and Water Conservation grant to add lighting at Summit Park with phased approach

County staff asked the Harrison County Commission on Oct. 15 to authorize an application to the West Virginia Land and Water Conservation Fund to add lighting at Summit Park ballfields.
"This grant has become available again this year," a parks staff member told commissioners, noting a prior estimate (obtained earlier) of about $205,000 for lighting and that the grant requires a 50% local match. The presenter said some electrical work may already have been installed and that staff will confirm what remains to be done and whether the estimate must be revised.
Commissioners discussed which field(s) to include, whether to apply for phase 1 (main field) and phase 2 (additional fields), and the need to have the county’s engineer of record and on-site staff review existing electrical connections before finalizing the application. One commissioner moved to authorize the application (with the expectation of revising the resolution to specify phased work); motion carried by voice vote.
The grant application is due Dec. 5; staff said additional on-site estimates and coordination with the engineer will be required and that the commission can sign or transmit final documents electronically once the resolution is revised.
No contract award or appropriation of the county match was recorded Oct. 15; commissioners instructed staff to obtain updated cost estimates and prepare a phased application if appropriate.
