Harrison County Commission approves routine consent items, TIF disbursement, elevator change order and hires low bidder for fire service study

At its Oct. 15 meeting the Harrison County Commission approved the consent agenda, payroll changes, minutes, requisitions, a TIF disbursement to the North Central West Virginia Airport, a Schindler elevator change order up to $125,000, and instructed staff to begin property negotiations; the commission also selected the low bidder for a county fire-service study.
The Harrison County Commission on Oct. 15 approved a series of routine and project-specific items, including financial and procurement actions, by voice votes.
Items approved included the consent agenda; payroll-change notices (items c, e, f and g); adoption of meeting minutes from Oct. 1; and payment of requisitions, purchase orders and invoices as presented.
The commission approved a project fund requisition related to Charles Point Economic Opportunity Development District projects and a tax-increment financing annual report for filing with the state. Commissioners also approved a requisition from the TIF fund (District No. 6) for the North Central West Virginia Airport.
On procurement matters, the commission approved a change order from Schindler of up to $125,000 for preparatory labor and installation work tied to courthouse elevator replacement. The commission also voted to proceed with the low bidder on an RFP for a volunteer fire-services study; staff referenced bids and noted Public Consulting Group at roughly $74,960 in the discussion.
Other actions included directing staff to begin negotiations to acquire a parcel off Route 19 South for possible parks and recreation use and approving travel for 9-1-1 employees to APCO training (including travel for Christian Wentz to a Dec. 1 active-shooter communications class and A–H to a Dec. 2 customer-service class). Several items were tabled, and some requests (notably a $150,000 request from the City of Clarksburg for a splash pad) were left without action pending additional information.
