The Committee of the Whole unanimously adopted a formal Complete Streets policy on Feb. 2 after staff and members of the city’s bike and pedestrian safety committee presented the draft.
Staff described the policy as a formalization of existing practice that will ensure the city considers all users—pedestrians, bicyclists, motorists and people of all ages and abilities—when planning projects. City staff and committee members said the measure will also help the city be more competitive for transportation project funds and support efforts to become more bike‑friendly.
Council discussion acknowledged the need for exceptions and incremental implementation; staff said the policy includes allowances for cases where a bike lane or other feature is not appropriate. Members noted neighborhood outreach and an education component during rollouts. Council recorded a unanimous affirmative vote; staff thanked volunteer committee members who reviewed the draft language.
